Fix make-mode behavior on Windows. make target latexpdf, latexpdfja and info couldn't change directory with make -C directory command because make.bat was invoked instead of unix like make command.

Std domain: don't expect "refprogram" attribute on an xref node.

This would lead to an exception if we pass in some generic x-ref node
that tries to resolve as an option.

Fix #1509 TODO extension not compatible with websupport
...
websupport assigns UID to every node on reading phase and reads it
on writing phase.
but `todolist` directive generates new paragraph node on resolving phase.
This problem will occur any extensions that generate paragraph nodes
on resolving phase.
This fix changes websupport ignores paragraph node not having UIDs.
