8ff8b5532c Fix #8683: html_last_updated_fmt generates wrong time zone for %Z 
sphinx.util.i18n:format_date() converts '%Z' to full name of time zone
unexpectedly.  It should be converted to short name.

d5559e1ba2 Fix #8683: html_last_updated_fmt does not support UTC offset (%z) 
sphinx.util.i18n:format_date() does not support %z so far.  This
adds a mapping for %z to the babel form 'ZZZ'.

af15593c0c Close #7768: i18n: figure_language_filename supports {docpath} token 
To build structured i18n imaging directory, figure_language_filename
now supports `{docpath}` token that is a dirname of the current
document.

bade33c7e4 Remove unnecessary encoding cookie from Python source files 
In Python 3, the default encoding of source files is utf-8. The encoding
cookie is now unnecessary and redundant so remove it. For more details,
see the docs:

Includes a fix for the flake8 header checks to stop expecting an
encoding cookie.

6dcdce685d i18n: Ignore dot-directories like .git/ in LC_MESSAGES/. 
This avoids warnings when find_catalog_source_files returns files
found in .git/ like:

`.po` files can typically reside in .git/refs/heads/ if some branches
name end with .po, in which case they contain a SHA1, not
translations, leading to warnings.

d35ccb9b4c The default format of today_fmt and html_last_updated_fmt is back to strftime format again 
`html_last_updated_fmt` is commonly used for non date formatting. But
LDML is difficult to represent them from its characteristics.

Now we moved to strftime format again (ref: #2394).

d47a7587f9 Complete test suite overhaul. 
* rename a few test modules to make the names more consistent

* do not copy/use Sphinx from build/ (unnecessary without 2to3)

* use a temporary dir for *all* test projects, the source tree
  will stay pristine that way  (default is tests/build)

* speed up tests by ~3x by splitting up test projects and avoiding
  rebuilds
