Fix i18n: message catalogs are not compiled when specific build (refs: #4560 )
...
sphinx-build skips message catalog builds if specific filename are given
as arguments.

Fixed #1771 : automated .mo building doesn't work properly with template translation: sphinx-build will load sphinx.mo file to initialize template-bridge before compiling sphinx.po file.

Complete test suite overhaul.
...
* rename a few test modules to make the names more consistent
* do not copy/use Sphinx from build/ (unnecessary without 2to3)
* use a temporary dir for *all* test projects, the source tree
will stay pristine that way (default is tests/build)
* speed up tests by ~3x by splitting up test projects and avoiding
rebuilds
