b23eefa03b Fix :samp:{var} in manual pages. 
When a samp begins with a variable part, it is not unwrapped for manual
pages.

Fixes #1860.

178c05b059 Close #7996: manpage: Add man_make_section_directory 
Add a new config variable; man_make_section_directory to make a
section directory on build man page.  During 3.x, it defaults to
False and will be changed to True on 4.0 release.

bade33c7e4 Remove unnecessary encoding cookie from Python source files 
In Python 3, the default encoding of source files is utf-8. The encoding
cookie is now unnecessary and redundant so remove it. For more details,
see the docs:

https://docs.python.org/3/howto/unicode.html#the-string-type

Includes a fix for the flake8 header checks to stop expecting an
encoding cookie.

50426a711c Fix #2060: `:manpage:` role uses incorrect style (node) 
It should be use bold style to reference man pages in man format.
On other formats, it is still represented as emphasis.
