059dc108ba Close #6698: doctest: Add :no-trim-doctest-flags: options 
To control trimming doctest flags manually, this adds new options
:trim-doctest-flags: and :no-trim-doctest-flags: to doctest
directives.  It helps to describes doctest module itself in python
doc (see #6698).

e98f39d21d Fix #7993: texinfo: TypeError is raised for nested object descriptions 
The texinfo writer remembers the current desc node to render
a desc_annotation node.  This makes the mechanism robust to support
nested object descriptions.

Clarify language specific figures format 
I recently used sphinx for multilanguage documentation and found the explanation of the language specific figure format misleading. 
I replaced the underscores by periods and added a small example.

f40bbee221 docs: Remove the 'develop' guide 
This contained a list of extensions, along with general contributing
information and pointers on how to develop your own extensions. The list
of extensions was very old, referenced the dead BitBucket repo and was
really not very helpful, while the contributing and development
information was just pointers to other, better documentation. Remove the
document wholesale and update any pointers we have to it to other,
better docs.

d3021f644f docs: Add contributing document 
This completes the migration from the CONTRIBUTING document to the new
in-tree contributing guide. The CONTRIBUTING document itself is
temporarily removed so that git will correctly mark the document as
having been moved. A future change will re-add this document as well as
rework the new contributing document.

7671bcc23b Remove autosummary_recursive configuration

Rejected spellings include:

I suggest adding the -it option to the docker run command for sphinx-quickstart since it is an interactive command.
Without interaction, the process will simply stop with the [Interrupted.] state after the first option
...

The handler searches autosummary_toc node under root of document and
just under section nodes.  But that is already done in
ToctreeCollector.process_doc().  So it's no longer needed.

Clarify documentation on use of doctest extension 
When I first read this section, I was mightily confused due to lack of context and the use of the passive voice.
I think this phrasing clarifies the context and indicates more clearly what the documentation author does
vs what the doctest extension and builder do.
But I'm a newbie here, so please ensure that I got this right....

5867416612 refactor: Add sphinx.util.inspect.signature() 
As a successor of sphinx.util.inspect.Singnature, this adds
signature() function behaves like `inspect.signature()`.  It is
very similar to way of python's inspect module.

In addition, this also adds stringify_annotation() helper to
sphinx.util.inspect module.  With these two functions, we can move
to python's Signature object to represent function signatures
perfectly.  It's natural design for python developers than ever.
