The default format of today_fmt and html_last_updated_fmt is back to strftime format again
...
`html_last_updated_fmt` is commonly used for non date formatting. But
LDML is difficult to represent them from its characteristics.
Now we moved to strftime format again (ref: #2394 ).

Fixed #1771 : automated .mo building doesn't work properly with template translation: sphinx-build will load sphinx.mo file to initialize template-bridge before compiling sphinx.po file.

Complete test suite overhaul.
...
* rename a few test modules to make the names more consistent
* do not copy/use Sphinx from build/ (unnecessary without 2to3)
* use a temporary dir for *all* test projects, the source tree
will stay pristine that way (default is tests/build)
* speed up tests by ~3x by splitting up test projects and avoiding
rebuilds
