LaTeX: Revamp the styling of all admonitions (#12508)
In LaTeX output, all admonitions now also have a title row with icon.

The ``xcolor`` LaTeX package is now required and the ``fontawesome5`` LaTeX package is needed for the icons.

99a8b7f37f LaTeX: update default font configuration
This replaces times package with tgtermes and tgheros (clones of Times and
Helvetica with better LaTeX support) and the monospace font from txfonts
package (txtt). This font is better matched with Times-like fonts than
Courier clones.

The changes applies to pdflatex/platex/uplatex.

84bb49ce2a Extend bindep integration to Ubuntu
This provides a way to bootstrap a system for development but currently
only Fedora is supported. We should aim to integrate this into the CI
someway but that's a job for another day.

3e2f680af3 Add bindep integration
The bindep (BINary DEPendency automation) tool is a tool for checking
the presence of binary packages needed to use an application / library.
Use it to specify the dependencies needed to successfully pass the LaTex
tests. Only Fedora targets are currently provided.
