maint: update to latest gnulib

'make syntax-check' warned that gnulib's copyright is now out of date.

* .gnulib: Update to latest, for copyright year bump.
* gnulib/local/m4/ssize_t.m4.diff: Regenerate.
* bootstrap: Synchronize from upstream.
