Subject: [PATCH] maint: update to latest gnulib

While this update doesn't address any reported problems in libvirt,
doing a post-release update to latest gnulib makes it easier to
stay in sync with best upstream practices.

* .gnulib: Update to latest.
* bootstrap: Resynchronize.
