Ján Tomko 665c5dfb71 syntax-check: remove some exception mechanisms ...

Do not look for exception patterns in ${srcdir}./x-$@
nor the VC_LIST_EXCEPT_DEFAULT variable.

This also removes the default exception for ChangeLog.
