Additional install notes for Fedora (#1107)
Provides steps for how to build and copy across the required libraries to avoid a number of runtime failures on Fedora when using upstream releases of vagrant. These steps also remove the need to provide `CONFIGURE_ARGS=..` as part of the install process.
