Magne Sjaastad 4055954144 #13982 Python: Bump documented minimum Python version to 3.11 
The StrEnum-based API (rips/enums.py, generated AppEnum classes) requires
Python 3.11+. Align the docs and copilot-instructions with setup.py.cmake,
which already declares >=3.11.
