Kristian Bendiksen ab577949bd #13842 Python: Do not check in generated _version.py 
Remove the committed rips/_version.py and add it to .gitignore. The file
is generated by CMake from rips/_version.py.cmake at configure time, so
checking it in caused the source tree to carry stale/duplicated state.

Addresses review feedback on PR #13847.
