Magne Sjaastad 0fc5da8296 ci: use generic rips filename for dev-build python asset ...

Rename the python wheel/sdist to rips.whl/rips.tar.gz (dropping the version number) when publishing to the rolling dev-latest release, so the download link stays stable across builds.
