The files 'devel.txt', 'import.txt', 'tips.txt' and 'install.txt' in the 'txt-doc/'

directory are old text files with documentation. The content of these files is -
|
|
to a varyiing degree - relevant and valuable, but it should be integrated into
|
|
the rst files, and then deleted.
