Don't Infer Number of AQUFETP Records from AQUDIMS
...
The number of records is unrelated to AQUDIMS Item 5 (NANAQU). That
item sets the maximum aquifer ID permissible as Item 1 of AQUFETP.
Update unit test accordingly.
