Prevent multiple "-ccbin g++" in nvcc command.
If ENV{CUDAHOSTCXX} is set then this will cause CMake to add
"-ccnin ${ENV{CUDAHOSTCXX}}" to variable CMAKE_CUDA_FLAGS
even if there already is one.
