docker(test_wheels): rename dockerfiles dirs to hyphen (Windows checkout fix)

- debian:11    -> debian-11
- ubuntu:22.04 -> ubuntu-22.04
- ubuntu:24.04 -> ubuntu-24.04

CLI accepts colon or hyphen; code now canonicalizes to hyphen.
