Håkon Hægland	31716f2cef	docker/python: switch to PEP 517 builds via python -m build ... - Replace direct setup.py invocations with: python -m build --sdist --wheel - Add comments explaining motivation (setuptools deprecations, build isolation) and why we drop explicit --plat-name/--python-tag (auditwheel/env handles). - Ensure the build frontend is present per-interpreter by installing 'build'.
