Markus Blatt 17e514b175 Allow distributed wells because of wells active only in PYACTION. 
A previous change will remove inactive wells from the set of wells
used for partitioning. In these tests there wells that would be
inactive if we would not use PYACTIONX. Hence we use
--allow-distributed-wells=true to get the same partitioning when using
PYACTION and ACTIONX.

This makes the tests pass.
