General clean-up in Transaction.[ch].

Browse Source 
* Regularization of 'trans' as variable name.
 * Whitespace and linewraps
 * lots of control-flow simplification
 * factor one chunk out into get_any_account()
 * Comment some things that are bogus or need improvement
