Chore: Trim Rust deps and reduce binary bloat

- Switch reqwest workspace dep to rustls-no-provider to drop aws-lc-sys and shrink lqosd
- Remove unused direct deps (mimalloc, allocative_derive, tracing-subscriber, once_cell, libc)
- Align tungstenite/tokio-tungstenite to v0.24 to avoid duplicate versions
- Update quinn-proto to 0.11.14 and refresh Cargo.lock
