Robert Chacon 4cff922b56 Optimize circuit flow rendering for busy subscribers 
Reduce the circuit flow websocket window to 30 seconds and always send empty updates so stale flow state clears correctly.

Only render heavy flow views while their tabs are visible, page the Traffic Flows table, and use delegated RTT exclude actions to cut DOM churn on busy circuits.

Document the recent-flow and paging behavior in the Node Manager UI docs.
