* Fix: World maps blank — dynamically load ECharts world map JSON if not present; then render points.
* Prefers local world map asset: try vendor/echarts_world.js first, fallback to CDN. Document shipping the asset in vendor.
* Vendor the world map
* Layout: If a saved old (pre-tabs) layout exists, reset to new default tabs instead of converting to a single 'Dashboard' tab; clear stale saved layout.
* Dark mode: force graph container background to pure black for world maps to improve contrast; keep light mode white.

Fix: Entering 0 for download or upload (or both) in network.json will no longer effectively crash the queue creation system. Instead, it'll emit a warning and use the default queue bandwidth. Added guardrails to avoid Nanmbps ever appearing.
