Update to top_page_default_timeframe description to clarify how the setting works. It adjusts automatically for logged in users depending on their last visit.
Adds more information about what the "review every post" admin setting does. All new posts are sent to the review queue so they can be reviewed by moderators, but are still published.
This is a fairly extensive update to add checklists and to reorganize the presented information so it is more accessible. Some info is relegated to links to docs on meta. For convenience and regular reference, this topic is now linked to from a GETTING STARTED button next to the site title as long as the site is in bootstrap mode.
The admin settings for contact email and contact url did not explicitly indicate that they are visible to anons on /about page, and that when present the contact url replaces the contact email address. This change makes it so.

the `short_site_description` setting is also visible to all visitors including anons so changed the description.
We are trying to not use "private message" in the interface, in favor of "personal message", because of course admins can read all messages so they are not really private unless encrypted messaging is turned on..
I made some adjustments to the invite system copy, to reflect the mockups at https://meta.discourse.org/t/improve-invite-system/173756 - the goal is to try to reduce the number of words and make it as simple as possible, similar to discord.
this copy is also shown when viewing invite tabs of other users, so the instructions don't make sense in all cases. shortened it to just say "No invitations to display on this page." users can discover this on their own.
