Admin can add tag description up to 1000 characters.
Full description is displayed on tag page, however on topic list it is truncated to 80 characters.
Recently, we disabled the option to reorder links directly from the sidebar. Instead, user has to go to edit modal.

However, move cursor was left, which is misleading.
Two changes were introduced:
1. Reorder links on sidebar section is removed. Clicking and holding the mouse for 250ms was unintuitive;
2. Fixed bugs when reorder is done in edit modal.
There is a case when developer would like to go to separated mode but not show switch panel buttons. We need additional functions to show/add buttons to support this case.
Bug when you click fast on the switch panel button. It is happening because we are not waiting for the transition to finish before update state.
In addition, unused currentPanel property was removed.
Edit community section button is hidden in secondary/more section. However, when there are no secondary links, then more section is not shown. In that case, we should still display an edit button for admins, so they can edit the section.
Change to drag move event handling. When position of mouse changed, we can assume it is not drag and drop, and we should keep default behaviour.
Otherwise, we stop propagation of the event to handle drag and drop correctly. s
New API to change sidebar mode. We defined two:
Separated - only sections belonging to specific panel are displayed, and buttons to switch the panel are available as well.
Combined - all sections are displayed together and switch panel buttons are not visible.
In addition, as a part of refactoring, a new service called SidebarState was introduced.
* FEATURE: allow sidebar section api to create external links
Right now, sidebar API allows creating sections with internal links. It should be extended to allow creating links to external URLs as well.

Define new concept of panels in sidebar. Panels are wrappers around sidebar sections. In the future, it allows creating full focus mode by switching between panels.
A new API method called addSidebarPanel was added. Default main panel is already registered and by default all API sections are mounted to main.
Simplified query based on SiteSettings to join only relevant user_options rows.
In addition, index was added to 'watched_precedence_over_muted` column in `user_options` table to speed up query
In previous PR https://github.com/discourse/discourse/pull/22340 bug was introduced. Notifications were blocked when, even if topic was watched directly. New query is taking TopicUser into consideration.
In addition, in user interface, when `watched_precedence_over_muted` is not set, then value from SiteSetting should be displayed.

In this PR, we are allowing users to override it. The option is only displayed when the user has watched categories and muted tags, or vice versa.
Recently, SQL query returning users who have muted category or tag were introduced, and it is causing performance issues.
It is much more effective to first get IDs of users who have CategoryUser/TagUsers related to specific topic and then in second query get relevant users.
Before this change, links which required full reload because they are not in ember routes like `/my/preferences` or links to docs like `/pub/*` were treated as real external links. Therefore, they were opening in self window or new tab based on user `external_links_in_new_tab` setting.
To be consistent with behavior when full reload links are in the post, they are treated as internal and always open in the same window.
Recently, we added the option for watched tag/categories to take precedence over muted tag/categories. Therefore, `remove_muted_tags` is using `category_users` to check if categories are not watched. There was missing join in CategoryList which was causing an error.
New setting which allow admin to define behavior when topic is in watched category and muted topic and vice versa.
If watched_precedence_over_muted setting is true, that topic is still visible in list of topics and notification is created.
If watched_precedence_over_muted setting is false, that topic is not still visible in list of topics and notification is skipped as well.
There is a problem that unread and new count is not updated to reflecting topicTrackingState.
It is because discourseComputed on Category is not working properly with topicTrackingState. Moving it to component level is making counter reliable.

Communities can use sidebar or header dropdown, therefore navigation menu is a better name settings in 2 places:
- Old user sidebar preferences;
- Site setting about default tags and categories.

Before, the review button was shown in `primary section` when there were items to review. Otherwise, it was hidden in `more section`.
Because we are allowing admins to customize community section and reorder link, it makes sense to simplify that logic and review link should follow admin's decision.
Allow admins to edit Community section. This includes drag and drop reorder, change names, delete and reset to default.
Visual improvements introduced in edit community section modal are available in edit custom section form as well. For example:
- drag and drop links to change their position;
- smaller icon picker.
Change mechanism handling `more` button for sidebar.

* DEV: move sidebar community section to database
Before, community section was hard-coded. In the future, we are planning to allow admins to edit it. Therefore, it has to be moved to database to `custom_sections` table.
Few steps and simplifications has to be made:
- custom section was hidden behind `enable_custom_sidebar_sections` feature flag. It has to be deleted so all forums, see community section;
- migration to add `section_type` column to sidebar section to show it is a special type;
- migration to add `segment` column to sidebar links to determine if link should be displayed in primary section or in more section;
- simplify more section to have one level only (secondary section links are merged);
- ensure that links like `everything` are correctly tracking state;
- make user an anonymous links position consistence. For example, from now on `faq` link for user and anonymous is visible in more tab;
- delete old community-section template.
Previously, public custom sections were only visible to logged-in users. In this PR, we are making them visible to anonymous as well.
The reason is that Community Section will be moved into custom section model to be easily editable by admins.
`Rails.application.routes.recognize_path(value)` was not working for /admin paths because StaffConstraint.new requires user to check permission.
This validation is not bringing much value, and the easiest way is to drop it. In the worse case scenario, a user will have an incorrect link in their sidebar.

Previously, reorder on touch screens was disabled https://github.com/discourse/discourse/pull/20769.
This PR enables it again. However, link has to be hold for 300 ms to enable drag&drop. Otherwise, normal scroll is performed.
When an admin removes all the categories from their personal sidebar configuration, the section should remain visible to them with the “Configure default categories” prompt.
Similar solution for tags.

Problem is that we have to escape HTML tags.
However, we would like to use escape method which is keep `/` intact. Expected behavior is given by ERB::Util.html_escape instead of Rack::Utils.escape_html

Footer is very important, especially now, when add custom section button is located there.

Allows users to configure their own custom sidebar sections with links withing Discourse instance. Links can be passed as relative path, for example "/tags" or full URL.
Only path is saved in DB, so when Discourse domain is changed, links will be still valid.
Feature is hidden behind SiteSetting.enable_custom_sidebar_sections. This hidden setting determines the group which members have access to this new feature.
