Move the new selectable_avatars_mode_validator_spec to the new location
Remove the old selectable_avatars_enabled_validator_spec

* FEATURE: upload an avatar option for uploading avatars with selectable avatars
Allow staff or users at or above a trust level to upload avatars even when the site
has selectable avatars enabled.
Everyone can still pick from the list of avatars. The option to upload is shown
below the selectable avatar list.
refactored boolean site setting into an enum with the following values:
disabled: No selectable avatars enabled (default)
everyone: Show selectable avatars, and allow everyone to upload custom avatars
tl1: Show selectable avatars, but require tl1+ and staff to upload custom avatars
tl2: Show selectable avatars, but require tl2+ and staff to upload custom avatars
tl3: Show selectable avatars, but require tl3+ and staff to upload custom avatars
tl4: Show selectable avatars, but require tl4 and staff to upload custom avatars
staff: Show selectable avatars, but only allow staff to upload custom avatars
no_one: Show selectable avatars. No users can upload custom avatars

rack-mini-profiler was setting a cookie path of / which was clobbering
the session cookie path of Discourse.base_path.
Fixes some issues when local dev is unable to read or write from/to
the user session, such as during omniauth CSRF checks.

* FEATURE: add penalty history when silencing a user
Display penalty history (last 6 months) when silencing/suspending a user
* FEATURE: allow default penalty values to be chosen
Adds a site setting that designates default penalty values in hours.
Silence/suspend modals will auto-fill in the default values, but otherwise
will still allow moderators to pick and overwrite values as normal.
First silence/suspend: first value
Second silence/suspend: second value
etc.
Penalty counts are forgiven at the same rate as tl3 promotion requirements do.

Add support for like webhooks. Webhook events only send on user membership
in the defined webhook group filters.
This also fixes group webhook events, as before this was never used, and
the logic was not correct.

Add font variables as css variables. Allows plugins/themes to update/overwrite the variables and have core pick up changes. This allows for a theme or plugin to overhaul core's font ratios if desired.
Checking for remote should cleanup after itself. Currently each check litters
the /tmp filesystem with checkouts. This patch ensures that update checks
keep the system a bit tidier.
Adds a webhook to notify when a reviewable score is updated.
This is different from created or status changed as additional flags can
roll in and update the score without updating status. Useful for applications
looking to integrate in with Discourse's scores
Count errors on updating themes in the error bucket. Otherwise,
there was a chance that this could hide errors eg, if a deploy key to a
private repo were to be deleted. Admins probably would like to know about this.
Passes by_user to :user_unsilenced so plugins can detect whether or not
a silence was done automatically (by system user) or manually (by non-system)
Adds the ability to pass details in the action logger params so custom loggers
can pass their own details eg, in custom silence logs

Add the ability to silence or suspend users from the "take action"
button when moderators are flagging posts. This allows for a more streamlined
active moderation workflow, when moderating against a topic directly.

Allows plugins to add, and update extra silence message params for custom
i18n vars
Allows plugins to override system messages via `message_title` and
`message_raw` parameters. We can later expose these params where necessary via event
hooks. Expose the parameter for the on user_silenced trigger.
Add update for fetching git commits if they do not exist, eg with
clone --depth 1 - only can fetch via git fetch --depth 1 {remote} {ref}
the ref needs to be a full, non-ambiguous reference.
Adds a new rake task `plugin:checkout_compatible_all` and
`plugin:checkout_compatible[plugin-name]` that check out compatible plugin
versions.
Supports a .discourse-compatibility file in the root of plugins and themes that
list out a plugin's compatibility with certain discourse versions:

This ensures older Discourse installs are able to find and install older
versions of plugins without intervention, through the manifest only.
It iterates through the versions in descending order. If the current Discourse
version matches an item in the manifest, it checks out the listed plugin target.
If the Discourse version is greater than an item in the manifest, it checks out
the next highest version listed in the manifest.
If no versions match, it makes no change.
FIX: prevent re-flagging when we have reviewed flags before
Fixes an edge case where a review can be reflagged when:
User flags as inappropriate.
Moderator rejects the flag.
Another user re-flags the post as spam.
Before, anyone was able to re-flag as inappropriate despite it being flagged
previously. With this, users are unable to re-flag for the same reason
regardless of reviewable status.
Adds new hidden site settings for rate limits:
30 for logged in users, 15 for anon
Adds an anon cache for searching, caches results of searches for 1 minute
* FEATURE: add category banner for why a user cannot post
Adds a category banner for why a user is unable to post in a category.
Also adds an extra alert for the user when a user is unable to create a topic in a
category and they still try and click on the disabled-looking new topic
button.
FEATURE: dismiss first notification on click anywhere
Quicker jumpstart for those already familiar with the platform:
Allow dismissal of first notification mask from any click.
On the dismissal click, we also need to send a "yes I saw it" confirmation
by grabbing a batch of notifications. This prevents the dialog from appearing
again on refresh, or other browsers and ensures we only see it once.
Trigger an event for plugins to consume when a user session is refreshed.
This allows external auth to be notified about account activity, and be
able to take action such as use oauth refresh tokens to keep oauth
tokens valid.

This removes this issue by:
* Setting the cookie for the correct path, and not having it on root
* Correctly removing the cookie on first login

of the dialog boxes due to clicking outside.
This adds a development hook on modals in the form of a `beforeClose`
function. Modal windows can abort the close if the funtion returns false.
Additionally fixing a few issues with loop and state on the modal popups:
Escape key with bootbox is keyup.
Updating modal to close on keyup as well so escape key is working.
Fixes an issue where pressing esc will loop immediately back to the modal by:
keydown -> bootbox -> keyup -> acts as "cancel", restores modal
Needs a next call to reopenModal otherwise, keyup is handled again by the modal.

* FIX: category routes model params should decode their URL parts
Ember's route star globbing does not uri decode by default. This is
problematic for subcategory globs with encoded URL site settings enabled.
Subcategories with encoded URLs will 404 without this decode.
I found this https://github.com/tildeio/route-recognizer/pull/91
which explicitly explains that globbing does not decode automatically.
This was re-encoding the search slug each loop - if the category list was not
the first category in the list, it'd continually search with a re-encoded search
term from the previous iteration. This results in ember 404ing when navigating
to raw encoded category slugs of the form /c/encoded-slug-with-non-ascii
that have no ID attached.
Restore tl3 reachability by calculating penalty counts vs unsuspend/unsilence.
Only count unsuspend or unsilences that have been made by a user other than
the Discourse system user.
A small fix for Basic User Serializers where some downstream serializers do not correctly set user objects. This caused some issues in certain plugins that depend on the user method to return a user.
* FEATURE: Normalize the service worker route
Update cache headers so they are not immutable outside of the rails app
Add the ability to purge the service worker cache from localhost
Rails -> nginx will pass immutable flags so the file is cached until reloaded.
In most cases, nginx will have its cache flushed on rebuild (new image)
For those needing dynamic re-caching (such as upgrading via the UI),
a rake task for flushing the service worker script is provided
through `assets:flush_sw`
Adds a second factor landing page that centralizes a user's second factor configuration.
This contains both TOTP and Backup, and also allows multiple TOTP tokens to be registered and organized by a name. Access to this page is authenticated via password, and cached for 30 minutes via a secure session.
When both a cdn URL and an s3 cdn URL defined, subfolder paths were leaking
through to the s3 cdn URL. If we are replacing the cdn url with the s3_cdn url,
we also need to make sure that the subpath is removed as well, as it appears in
the original cdn url.
The test should give a fairly good gist of the situations - in subfolder
situations where s3_cdn and a cdn is defined:
`asset_path` returns the asset with a subfolder, in the form `{cdn_url}/{subfolder}/{asset_path}`
Currently this is being replaced to `{s3_cdn_url}/{subfolder}/{asset_path}`
I am proposing we change this to: `{s3_cdn_url}/{asset_path}` as it seems like
for s3_cdn urls we should not be carrying around app subfolder pathing anywhere
we are looking up s3 paths.
