Joshua Rosenfeld 75dc01627d FEATURE: Mailing list mode default disabled (#11091) 
Mailing list mode can generate significant email volume, especially on sites with a large user base. Disable mailing list mode via site settings by default so sites don't experience an unexpectedly large cost from outgoing email.

Joshua Rosenfeld b52143feff FIX: Remove paths from robots.txt in favor of noindex header 
Google no longer supports the use of robots.txt to block indexing.
See https://support.google.com/webmasters/answer/6062608 and
https://support.google.com/webmasters/answer/93710

Previous commits have added the `noindex` header to appropriate pages,
now we need to remove the paths from robots.txt so the pages can be
crawled.

All admins receive the Dashboard Advice PM. If one admin takes action on the advice, future admins who follow the link in the PM will see no advice on the dashboard. This has caused some confusion, so we've updated the text to make this clearer.
