riking 38a8e52ca4 FIX: Add time retention limit to search logs 
3 years is a very conservative limit that allows for a very wide buffer
for year-over-year analysis. The max is set to 5 years because that is
the policy listed for logging in hosted Discourse.

Kane York ff91c43087 FEATURE: Keyboard shortcut to refocus composer (#5506) 
It was very annoying to get back to the composer after losing it!

Added to the keyboard shortcuts help dialog, and reshuffled it a bit.
Translation keys were intentionally kept so our translators don't have
to copy paste to update.

This commit also fixes an incidental listener leak.

Chrome, while the sitelinks search tag results in "Search this website"
being added to Google Search.

Kane York 6119d9fdc0 FIX: Fallbacks for missing interpolation arguments 
This takes effect when an interpolation is removed from a translation in
a Discourse update.

The I18n::Backend::Fallbacks loops with a catch(:exception), so calling
throw(:exception) will cause it to use the next locale, until it reaches
English which is assumed to be correct.

Also, enable fallbacks in everything except development (#3724 for more
discussion) - we should be able to test this
