If you allow a group to be mentioned it can be mentioned with the @ symbol.
Keep in mind as a safety mechanism max_users_notified_per_group_mention is set to 100

PERF: stop loading handlebars and ember compilers in prod

(this removes a nice 50K from our initial payload and saves memory)
Also fixes invalid HTML automatically if added to HEAD or /BODY

Group owners are regular users that can add or remove users to a group
The Admin UX allows admins to appoint group owners
The public group UX will display group owners first and unlock UI to
add and remove members
Group owners can only be appointed on non automatic groups
Group owners may not appoint another group owner
