SIDGEN plugin only uses local ID ranges and thus a restart is really
needed only when a local range is added, modified or removed.
Also fix the SSSD warning because removal of any range requires restart
everywhere, not just on a specific server.

After the addition of a new idrange, the sidgen plugin is not
immediately aware of the new idrange and a restart of 389ds is
required. Otherwise the creation of new user/group with a uid/gid
inside the new range fails to grant a SID to the user/group.

Extend the 'make api' target so that we also build an API Reference in
Markdown format. One template for each command gets generated. These
templates include all of the command details (arguments, options and
outputs), and then a section for manually-added notes such as semantics
or version differences. Every time the docs are regenerated, these notes
will be added if they exist.

New LDAP object class "ipaUserSubordinate" with four new fields:
- ipasubuidnumber / ipasubuidcount
- ipasubgidnumber / ipasgbuidcount
New self-service permission to add subids.
New command user-auto-subid to auto-assign subid
The code hard-codes counts to 65536, sets subgid equal to subuid, and
does not allow removal of subids. There is also a hack that emulates a
DNA plugin with step interval 65536 for testing.
Work around problem with older SSSD clients that fail with unknown
idrange type "ipa-local-subid", see: https://github.com/SSSD/sssd/issues/5571

When using `ipa -e in_server=True console` on IPA master, the whole IPA
framework is loaded in the same process ('ipa console'). The context
defined for this configuration is 'cli'. Some trust-related operations
need to load Samba bindings and guard itself to 'lite' and 'server'
contexts.
Upon reviewing these cases I came to conclusion that these guards are
unnecessary. It is enough to require that the context is in the server
code.
Allow these operations if we are operating in server mode. This allows
to debug trust-related issued directly in the IPA console on IPA trust
controllers.

If the `ipa idrange-mod` command has been used show a notification that sssd.service needs restarting. It's needed for applying changes. E.g. after setup AD trust with a domain with more than 200000 objects (the highest RID > idm's default value, 200000) users with RIDs > 200000 are not able to login, the size needs to be increased via idrange-mod, but it makes an effect only after sssd restarting.
Implementation:
Notification was implemented via passing `ipalib.messages.ServiceRestartRequired` to `add_message` method in `ipaserver.plugins.idrange.idrange_mod.post_callback`.
Tests:
Added `messages` with sssd restart required (`ipalib.messages.ServiceRestartRequired`) to cases with idrange_mod where output is expected in `ipatests.test_xmlrpc.test_range_plugin.test_range'.

For now formatting is applied for bare messages before translating.
This breaks python-brace-format and message becomes untranslatable
at all.
Also some messages to be translated at request time should
not use format().

Turn calls "handle_not_found()" into "raise handle_not_found()" to
indicate control flow chance. It makes the code easier to understand,
the control flow more obvious and helps static analyzers.
It's OK to raise here because handle_not_found() always raises an
exception.

When idrange-add is called with --dom-name=, the CLI exits with
ipa: ERROR: an internal error has occurred
This happens because the code checks if the option is provided but does not
check if the value is None.
We need to handle empty dom-name as if the option was not specified.
