DNS data management now uses NSS's getaddrinfo() instead of direct DNS
queries to resolve the ipa-ca record. This fixes missing ipa-ca records
when the current hostname is not resolvable in DNS but has correct
records in /etc/hosts.
Reduce timeout to 15 seconds and tighten timeout loop.
The changeset can speed up installation by almost 60 seconds.
ipa-server-install without built-in DNS calls into DNS data management
twice with a timeout of 30 seconds for each call.

The method IPASystemRecords.get_locations_records() has a race condition.
The IPASystemRecords object creates a mapping of server names to server
data. get_locations_records() uses server_find() again to get a list of
servers, but then operates on the cached dict of server names.
In parallel replication case, the second server_find() call in
get_locations_records() can return additional servers. Since the rest of
the code operates on the cached data, the method then fails with a KeyError.
server_data is now an OrderedDict to keep same sorting as with
server_find().

Service entries in cn=FQDN,cn=masters,cn=ipa,cn=etc are no longer
created as enabled. Instead they are flagged as configuredService. At
the very end of the installer, the service entries are switched from
configured to enabled service.
- SRV records are created at the very end of the installer.
- Dogtag installer only picks fully installed servers
- Certmonger ignores all configured but not yet enabled servers.

When installing multiple replicas in parallel, one replica may create
SRV entries for other replicas, although the replicas aren't fully
installed yet. This may cause some services to connect to a server, that
isn't ready to serve requests.
The DNS IPASystemRecords framework now skips all servers that aren't
ready IPA masters.

Timeout 120 seconds is quite long and it makes uninstallation too long
for. Given that this is non critical operation and may be executed
manually later, waiting 120 seconds is too much. Usually waiting longer
will not help at all to resolve missing record.

Because separated calls for of server-show, getting server data is quite
slow. This commit replaces several server-show with one server-find
command. There are future plans to improve speed of server-find that
will be beneficial for DNS locations.

After deeper investigation, we found out that empty locations are needed
for clients, because clients may have cached records for longer time for
that particular location. Only way how to remove location is to remove
it using location-del

__add_ca_records_from_hostname() now skips over DNS exceptions and
retries resolution until timeout of 120 seconds is reached.
Luckily current logic fails safe: In cases where resolution failed for
all the CA servers, the resulting zone object will not contain ipa-ca
record at all and the update logic will skip update for this name.
I.e. the original values in ipa-ca record set will be left in place.
