#31871 introduced support for configuring timeout in seconds
for HTTP data sources. That had a bug where backend expected
a numeric timeout value where it was actually stored as a
string. This should resolve this by requiring input to be
numbers, storing input as numeric and falling back to string
value if there's no numeric value.

Uses new httpclient package from grafana-plugin-sdk-go introduced
via grafana/grafana-plugin-sdk-go#328.
Replaces the GetHTTPClient, GetTransport, GetTLSConfig methods defined
on DataSource model.
Longer-term the goal is to migrate core HTTP backend data sources to use the
SDK contracts and using httpclient.Provider for creating HTTP clients and such.

In the case permissions has been added on dashboard(s). Later permissions for the
parent folder of the dashboard is edited in such a way that dashboard in that folder
has a permission that is a duplicate of an inherited one. This PR changes so that
duplicate permissions are now filtered out from /api/dashboards/id/<dashboard id>/permissions.
Duplicate permission are not filtered out if the permission on dashboard is higher
than on the inherited folder.

Before these changes the request tracing was added for each route
registered using the routing.RouteRegister, see code. This had the
consequence that middleware executed earlier/later in the request
pipeline was not part of the request tracing middleware life-cycle
which measures the duration of requests among other things.
In the logger middleware we do extract the current distributed trace
identifier, if available, and set that on request info/error log messages.
With these changes we can extract the current distributed trace identifier,
if available, and set that on the contextual HTTP request logger
(models.ReqContext.Logger) which would improve the possibility to correlate
all HTTP request log messages with traces.
In addition, the request tracing middleware is now executed first and last in
the request pipeline and should therefore result in more accurate timing
measurements (request duration).

The upgrade notes for Grafana 7.3 and Docker says that The Grafana Docker
image runs with the root group (id 1) which is wrong. It should be group (id 0).

#24999 changed the error response payload, but the test data source
was not adapted to this change and broke the feature of displaying
any errors to the user in the UI. This change should resolve this
problem.

If anonymous access is enabled for an org and there are multiple
orgs. When requesting a page that requires user to be logged in
and orgId query string is set in the request url to an org not
equal the anonymous org, if the user is not logged in should
be redirected to the login page.

#26395 introduced a regression regarding sort order of nav tree
items set in Grafana boot data and used for rendering the sidemenu.
This fixes so that sort happens after RunIndexDataHooks is called
in case the hook make changes to the nav tree.
Adds some updated upgrade notes for 7.2 regarding secure
settings for alert notification channels. Also adds a section

In OSS provisioning service init after plugin registration, but in
Enterprise it's the opposite order and installed app plugin check
fails. This adjusts service registry init priority to make sure plugins
are registered before provisioning inits.

Refactor to allow shared contract between core and external backend plugins
allowing core backend data sources in Grafana to be implemented in same
way as an external backend plugin.
Use v0.67.0 of sdk.
Add tests for verifying plugin is restarted when process is killed.

When Include image is enabled for an alert notification channel, but there's
no image renderer available/installed when sending notification an error
image will be uploaded/attached explaining that you need to install the
Grafana Image Renderer plugin.

If no image renderer available/installed when adding a new alert notification
channel will set Include image to false per default, otherwise true as before.
If no image renderer available/installed when adding/edit alert notification
channel will show an informational message that you need to install the
Grafana Image Renderer plugin for Grafana to be able to render an image.

grafana-plugin-model is legacy and is replaced by new backend
plugins SDK and architecture. Renderer is not part of SDK and
we want to keep it that way for now since it's highly unlikely there
will be more than one kind of renderer plugin.
So this PR adds support for renderer plugin v2.
Also adds support sending a Device Scale Factor parameter to the
plugin v2 remote rendering service and by that replaces #22474.
Adds support sending a Headers parameter to the plugin v2 and
remote rendering service which for now only include
Accect-Language header (the user locale in browser when using
Grafana), ref grafana/grafana-image-renderer#45.
Fixes health check json details response.
Adds image renderer plugin configuration settings in defaults.ini
and sample.ini.
