Konstantin Pavlov 042b9cc4db Added CI based on GitHub Actions. 
Pushes to master and stable branches will result in buildbot-like checks
on multiple OSes and architectures.

Pull requests will be checked on a public Ubuntu GitHub runner.

Konstantin Pavlov c8526aca25 Perl: pass additional linker options to perl module. 
Previously flags passed by --with-ld-opt were not used when building perl
module, which meant hardening flags provided by package build systems were not
applied.
