Fix cross-compilation for ARM (#3354)

Browse Source 
* Add missing `SHA256` for `SYSTEM_PROTOC` package.
* Do not use `NGRAPH_ONNX_IMPORT_ENABLE` variable for it,
  since it might not be defined at this time.
