Do not run the whole matrix for a translation update (#10441)

Message catalogues live under web/, so every workflow filtering on web/**
fires for a .po change: both feature test suites, all three database test
suites, the container build and the tarball and wheel builds. None of them
can be broken by a translation, and check-translations already runs
msg-compile, which is the check that would catch a malformed catalogue.

The two JavaScript workflows need no change, their filters being narrow
enough to miss .po files already.
