Akshay Joshi 39b41d7b24 Various procedure/function related fixes for EPAS/PG 11. Fixes #3446 
- Fix the RM #3446 "plpgsql keyword should displayed in SQL pane for EPAS-11".
- Procedures for EPAS 11 always created as 'edbspl', even though language is sql or plpgsql.
- Not able to create Function/Procedure/Trigger function if the language is "C" for all supported database server.
- Function creation for EPAS 9.6 and above when set "Window?" flag to "Yes".
- Disable Volatility, Strict, Parallel, Estimated cost and Leak prof while creating procedures in EPAS 11 when language is not 'edbspl'.
- Rename "default" folder to "11_plus" inside "pg" directory for procedures, as procedures are supported from PG11 onwards.
- Creating/Deleting parameter in Procedure for PG 11.
- Drop procedures with arguments for PG/EPAS 11.
pg_proc table has added default value 'v' for Volatility, 100 for Cost and 'u' for Parallel for any language. All the three are not supported for Procedures in PG/EPAS 11 (excluding 'edbspl' language for EPAS). Fixed the issue where it is visible in properties panel if we create procedure using language 'plpgsql' or 'sql'.

This allows the user to create partitioned table and it's partitions.

Note that (like pgAdmin 3) we don't make any attempt to detect if all changes have been undone and completely reverted as that could be very expensive with large scripts.

Akshay Joshi 686237413c Use more sensible column sizes for the data output in the query tool. Fixes #1789 
Per Akshay:

I have tried to get the width of the content but we are sending complete data as collection to the SlickGrid. We will have to fetch the content of each column and figure out the maximum length for that column by iterating all the rows is too expensive. Apart from that to set the width in 'ch' we will have to do it using css. With current implementation we are setting the column option of the SlickGrid from javascript code.

I have fixed this issue by setting the width of the columns based on data type. I have set the width of boolean column to 60, all the numeric/integer columns to 80 and for all other data types it is 20% of the container width as 33% is too wide.

Akshay Joshi 218cc3ec0c As 'show_system_objects' has been implemented, I have fixed an issue for dependencies/dependents. 
With previous implementation each node will have to send the values of 'show_system_objects'
while calling get_dependencies/get_dependents function. Now I have changed the logic to use the
value directly into the base class functions.
