apidoc: read options from SPHINX_APIDOC_OPTIONS envvar if set
...
If the SPHINX_APIDOC_OPTIONS environment variable exists, read
OPTIONS from there, otherwise use the existing default options.
This allows some configurability of sphinx-apidoc.
