Fix #1509 TODO extension not compatible with websupport
...
websupport assigns UID to every node on reading phase and reads it
on writing phase.
but `todolist` directive generates new paragraph node on resolving phase.
This problem will occur any extensions that generate paragraph nodes
on resolving phase.
This fix changes websupport ignores paragraph node not having UIDs.

Fix could not capture caption of graphviz node by xref
...
std domain and LaTeX writer expect figure node for capturing captions,
but graphviz directive returns graphviz node including caption attribute.
So sphinx cannot capture it on resolving xref.
This change makes graphviz directive returns figure and caption nodes in place.

Do not enter password of transifex at command line by security reason
...
Any command line options could be accessed by other users.
`tx init` command has interaction interface.
It should be used by all users by default.
