Fixes #1834: compatibility for docutils-0.13: handle_io_errors keyword argument for docutils.io.FileInput cause TypeError.
The argument is already deprecated and no effects from docutils-0.10.

* `gettext_compact=True` in conf.py
* `sphinx-build -a` to rebuild all files.
