Jakob Lykke Andersen ed29c298a6 C++ initial refactoring to support templates. 
Create symbol tables to represent all declarations, including templated
declarations (sphinx-doc/sphinx#1729).
Fixes sphinx-doc/sphinx#1314.

Matthew Treinish 9401f62bba Add support for converting checkmark unicode to latex symbol 
This commit adds an entry to the list of tex escapes for the checkmark
unicode character. As part of this the use of the amssymb package is
added which is required for the checkmark symbol among others.

Closes #1959
