schemas: Make <type/> for capscsi type optional

The <type/> element for <capability type='scsi'> part of nodedev
XML is optional (see udevProcessSCSIDevice()) and as such might
not be formatted into nodedev XML (see
virNodeDeviceCapSCSIDefFormat()). Reflect this in our RNG.
