build: allow mingw compilation with virCommand

Browse Source 
Allows compilation, but no creation of child processes yet.  Take it
one step at a time.

* src/util/util.c (virExecWithHook) [WIN32]: New dummy function.
* src/libvirt_private.syms: Export it.
