If someone runs `meson setup --buildtype plain` meson ignores
warning_level=2 that is in our meson.build file. The implication is
that Meson will not automatically add -Wall which enables -Wformat.
This breaks building libvirt from git with the buildtype set to plain.
There is an issue reported [1] to not ignore warning_level silently
and the change to ignore it was done by upstream commit [2].
This change makes Meson print warnings about using warning_level which
as described above doesn't work for all build types.

it doesn't work as expected.
The issue is that info.size_arg is in KB but the info.allocation

However, we have some other augeas and config files that are not
modified during meson setup and they are only in source directories.
In order to run tests for these files we need to provide different path

virHostCPUGetCount() function to get the number of host CPUs.
This would be correct for other drivers but in test driver we must not

we have in test driver.
Follows the logic of testDomainGetVcpuPinInfo().

Commit <2020c6af8a8e4bb04acb629d089142be984484c8> fixed an issue with
QEMU driver by reporting offline CPUs as well. However, doing so it
introduced a regression into libxl and test drivers by completely
ignoring the passed `hostcpus` variable.
Move the virHostCPUGetAvailableCPUsBitmap() out of the helper into QEMU
driver so it will not affect other drivers which gets the number of host
CPUs differently.
This was uncovered by running libvirt-dbus test suite which counts on
the fact that test driver has hard-coded host definition and must not
depend on the host at all.

inaccurate comment that it's a function.
We need to check for generic symbol instead of checking for function.
In addition the readline/readline.h file requires stdio.h to by included
beforehand which was done in autotools but I dropped it in meson.
And lastly the final condition to print error or disable readline was
broken as well by replacing the readline_dep every time if readline was
not explicitly enabled.

On Debian Sid there are broken headers for cross compilation. There is
no <asm/kvm.h> header unconditionally included by <linux/kvm.h>.
With autotools the build works correctly because the header detection
tries to compile simple code that includes the header but with Meson
the detection works differently. We check <linux/kvm.h> which is present
so it should be safe to include it.
We could workaround it in libvirt by checking for presence of
<asm/kvm.h> as well but I don't believe that's a correct approach.
IMHO it should be fixed in Debian.

There is no alternative to DISTCHECK_CONFIGURE_FLAGS in Meson. We could
enable -Werror unconditionally but that would affect all users. It is
mainly used in our CI environment so we can run meson with --werror to
enable it in configure time which will be picked up by meson dist as
well.
XZ_OPT is not relevant with meson since it uses shutil.make_archive
which uses lzma python module to do the compression.
Introducing rpm and srpm rules should be possible with Meson but we
don't even use them in our CI and it's easy to run 'ninja dist'
followed by rpmbuild manually.
As for the ci rules that is simply not possible in the same way, we
would have to have a lot of aliases for all the ci rules and that would
be just insane.

We need to modify check-file-access.py to be usable as wrapper for
libvirt tests. This way we can run the tests using this command:
meson test --setup access
which will run all tests using check-file-access.py as a wrapper.
With autotools all file access are written into single file for all
tests and compared once the whole test suite is done.
With Meson we will compare the file access after every single test
because it is used as wrapper now. That requires writing the file
access into separate files for every single test as they are executed
in parallel.
Since the wrapper is used for all tests in Meson including tests outside
of tests directory we have to check for presence of the output file.
We should also cleanup after ourselves.

each test, but this would not work as expected with Meson.
For every binary there is a separate directory with its object files

Having static libraries ensures that the utils sources are compiled
