Adds gcc-14 support to Ubuntu workflow

Adds support for gcc-14 to the Ubuntu 24.04 build workflow.
This ensures compatibility with projects requiring gcc-14 and allows testing with the latest compiler versions.

It installs gcc-14 and g++-14 if the configuration specifies 'gcc-14'.
