The Doxylocal file now only contains things that are specific to this
project (although most projects still does it like this)

code is now included using \snippet. Apparently this looks better with the new Doxygen version. The HTML_EXTRA_STYLESHEET is now used rather then the HTML_STYLESHEET in order to include used-defined styles for the same reason

Split Doxyfile into a template and a customization part
...
Most of the file is not changed from some sensible default anyway, so we
can store this in the template directory and have a much more manageable
local file which just contains the relevant changes.
