Bård Skaflestad ae50b0e76b Refactor Partitioning Parameter Setup 
This is in preparation of exposing the low-level Zoltan hypergraph
parameter 'PHG_EDGE_SIZE_THRESHOLD' as a (hidden) simulator command
line parameter to enable experimental runtime configuration.

To this end, split parameter assignment out to a number of helper
functions and extract a common helper for JSON-based configuration
of Zoltan and METIS.

Bård Skaflestad 7184d1157b Simplify Value Aggregation for Group/Well Reports 
In particular, switch to get_group_var() and get_well_var() instead
of the lower-level 'get()' function as the way to retrieve summary
values and replace lambdas called once with the actual logic.

Finally, switch to using named indices into the 'values' vector to
make the expressions (slightly) more readable.
