Otherwise, we risk parallel run race conditions in
EclWriter<>::writeOutput() due to multiple ranks constructing
data::Connection objects for shut/inactive distributed wells.

Bård Skaflestad 2f980b9c53 Assign Shut Connection Data for Owned Wells Only 
Otherwise, BlackoilWellModel<>::wellData() will generate reports
for non-owned wells if the wells are distributed.  This, in turn,
opens the door to race conditions when collecting contributions on
the I/O rank.

Atgeirr Flø Rasmussen e77484b69d Refine producer initialization. 
Instead of evaluating the well at the state given by its current
state (primary variables) use the bhp limit (or 1 bar) to get the
rates that provide the correct fractions.
