Erlend Sogge Heggen c3a5ddac8c Repurposing CONTRIBUTING.md into a link portal, 2nd attempt 
- Slight changes to the CLA paragraph, making it slightly easier to digest.
- Added brief synopsis of the Discourse Development Contribution Guidelines doc
- Replaced Bug Report, Feature Request and Contributing (commits) section with outgoing links

The aim of this change is to reduce the maintenance burden, since more detailed information about contribution guidelines is more naturally documented and maintained on Discourse Meta.

Erlend Sogge Heggen 542408550c v1 Complete translation for client.nb_NO.yml 
All strings now have a first-take translation. Might have missed some due to the inconsistent use of double quotes, single quotes and no quotes (we're still good!).

I'm not entirely sure what happens when I apply edits to a still pending-for-pull patch; sorry if I goofed.

I'm afraid to change stuff that's not in quotes, so I'm unsure whether or not I should be changing line like these:

      browse_all_categories: Browse all categories

      view_latest_topics: view latest topics
      suggest_create_topic: Why not create a topic?
      jump_reply_up: jump to earlier reply
      jump_reply_down: jump to later reply

or these:

      progress:
        title: topic progress
        jump_top: jump to first post
        jump_bottom: jump to last post
        total: total posts
        current: current post
