Because `ov_conditional_compilation_tests` is enabled via
`ENABLE_TESTS`, so with `ENABLE_FUNCTIONAL_TESTS=OFF`
build fails with "fatal error: openvino/itt.hpp:
No such file or directory" due `funcTestUtils` dependency

* Update docstrings after prohibition of not absolute
paths for plugins

* Use only absolute internal paths to load plugins

After introduction of plugins loading via absolute path,
libraries are still tried to load by names if wasn't found.
So safe last place of search (most common)  in order to
get useful error message

Each plugin linked with openvino library contains `type_info_static` symbols. In case when one of the libraries is unloaded and app tries to get opset, it leads to segfault. So mark `get_type_info_static()` as hidden to use only one implementation exactly from openvino lib
